It's a device to power up Pokémons' power. Right now it only works on psychics, but they might develop it further.
Unfortunately, I didn't catch the creators' name. He seemed rather twisted when he talked about his project though.

They probably will. It's doubtful they'd stop with one type that has an obvious weakness, especially since Psychic types can be taken out with a Dark type Pokemon.
Twisted doesn't really cut down on the list, but I'll keep that in mind. May be more help than we know at some point.

One other thing. I recently learn that apparently Team Rocket starters have something like a microchip implanted on them. I have no idea on the effects, however, since it wasn't explained.

The microchips could be to keep track of them, or to track the trainers they belong to. Keep track of their numbers or something; technology like that has a lot of uses.
[She's not sure which is worse, but the repercussions of this...it's going to be big when it all comes down.]

That might be it. Though there was some talk about how the chips might affect their behavior. That could explain why mine keeps almost hitting me whenever I don't feel like training, but it might just be part of the Pokémons personality.

Maybe. I'll ask around and see what I can find out about microchips in general. Someone would have to know something about them.

I will also see if I hear anything else about them. I imagine having a microchip on your Pokémon makes it difficult for anyone to leave this place, should they so desire.

If it's meant to track them and you can't get them out, it would be. Especially if the police somehow know and are watching for any Pokemon with a chip. The last thing you need when you're being hunted is to end up stuck somewhere and not be able to get out.

Speaking of locations, I forgot to mention one last thing. Apparently the person in charge of the device will be going to Ecruteak to study. Apparently he's already planning on traveling and studying the next types.
