She doesn't understand it fully - she doesn't have Lightning's experience, and she's never seen people capable of this kind of destruction outside of the news or history class before. But, she understands it on the smaller scale. She knows the kind of person who seeks control no matter what, and will hurt and use everyone around him to get what he wants. The thought - and the memories - make her blood boil all the more, and distracts her from her theory.]
