Some of you may recognize her and the boy writing on paper behind her, others may not. It doesn't matter, either way. You'll know them soon enough; some of you better than others. It's hard to make out what Ven's writing, but the papers beside him are covered in Lightning's handwriting. What can be seen of them seems to be some kind of list, though it doesn't say for what it's meant for. No, that would be too easy. Especially since she's going to explain.]
We've got enough to start with. Anyone who's doing something about Team Rocket, get to Goldenrod by next Saturday.

You think I don't know that? You think I don't know we're already risking that it'll be over before it starts? There's no other choice. We need to have enough people to stand a chance, and filtering it only to the people we know are trustworthy means we'll never get there.

You're still doing it so I do rather wonder. It's like dropping a bunch of leaflets all across a country you're at with saying 'Oh, by the way, we're going to attack at these coordinates at precisely this time. See you there chaps.'
As it is, you're risking never knowing your true numbers and overestimation is a rather large vulnerability.

Then what do you suggest we do? Ask people one by one in the streets if they want to fight Team Rocket? It isn't as if that would be a better solution.

Surely you have people whom you trust implicitly? People who have proven themselves as enemies of Team Rocket and who you have had enough contact with to notice any potentially strange behaviour. You begin with them.
You don't win a war by giving away all you know.

We've already done that. Months ago, when this first got started. We didn't just reach out and start telling everyone in every city about this, you know.

They know you're onto them. They'll be twice as suspicious and you have little to no chance of getting anyone into their ranks now.

You leave that to people who are actually doing something besides complaining, because I haven't heard any actual solutions or suggestions from you.

People in New Bark Town need to be assisted immediately. They'll feel more kindly towards your cause rather than ambivalent. If you don't have stealth, then you need numbers.
You could do worse than attempting to get records of previous rocket attacks. I fear that the police force are woefully inept here, but even they must have records. You need to ask people who have been involved for whatever details they remember. Perhaps they recall faces or names. But it needs to be done in a controlled manner, not piecemiel. Is there a particular area where Rocket attacks seem to be concentrated? Particular days or times?
I have to wonder about the efficacy of using psychic Pokemon to pass on messages. Failing that, some manner of code to obscure more delicate details, with people being allowed access to the code once they have been vetted.

[The look on her face says all that needs saying about that, but she does listen to what he's saying now that he's not just poking holes in their admittedly weak strategy. She never trained in tactics, so if someone knows better, she'll listen. Especially since he's bringing up points that do sound pretty valid.]
People just arriving in New Bark may want to stay out of fighting if they can avoid it. They won't have seen what Team Rocket is capable of, so why would they take our word for it when this place looks so peaceful already?
The only place their attacks seem to be concentrated is Goldenrod. Barely anyone who remembers their first attack on that city is still here, and they don't have any intel on it. We're still running blind and it's going to be that way until we can get files or someone working on the inside.
People and codes can be broken, and I'm willing to guess Pokémon can too. We only get one screw up before it's over; risking it with something that's never been tested before isn't worth it.
