Most of the time, no. The shippings appear to be rather mundane. They do sometimes spike at suspicious times, like during the tournament, but I assume it's because so many people were just shipping their items home. After these large spikes, they're usually sent to various large cities in Kanto, like Celadon and Saffron.

By the time I got there, they vanished entirely. I believe I might have heard something about a Commander in Kanto, but I'm not quite sure if they mean Lt. Surge, or someone else.
