Is there a particular area where Rocket attacks seem to be concentrated? Particular days or times?
I have to wonder about the efficacy of using psychic Pokemon to pass on messages. Failing that, some manner of code to obscure more delicate details, with people being allowed access to the code once they have been vetted.
