I'm delivering bad news, but before that I'll tel something I should have mentioned this ages ago. Radio Tower isn't the only place that's in control of Team Rocket. Their base is in Goldenrod and they have some influence in the Game Corner as well.

As for the bad news. I don't think I'll be able to act as a spy anymore.

I kind of pissed off my bosses.

[It takes Lightning one long moment to process that. Another base isn't surprising considering how little there was in the Tower, but the rest? That takes a bit longer to make sense of. When she does? It's not pretty.

I gave a friend a tour around the base. For some reason they didn't appreciate me bringing friends over, no matter how much they looked like a grunt.
